Abstract

 The research includes a statement of the concept of zakat and the concept of transgressors and Kharijites in language and terminology, with a statement of the terms related to transgressors and Kharijites. Then is discussed the ruling on establishing zakat under the rule of transgressors ,and Kharijites Is it sufficient for the owner of the money to pay zakat to them, or is he obliged to return it? To answer these qvestions the sayings of the jurists and their evidence, are mentioned and diseussed, with an explanation of the correct opinion on the issue
