The Impact of Agricultural Policies on Rain-fed Wheat Cultivation Using the Agricultural Policy Analysis Matrix in Northwest Syria

Abstract

The main objective of the study was to find out the effects of current practices on the rain wheat crop in northwestern Syria by describing the current agricultural practices applied to the rain wheat crop in the study area, and to indicate the impact of these practices on the area, production and marketing of the rain wheat crop through the analysis of the agricultural policy matrix.

The average area of land planted with rain-fed wheat in northwestern Syria reached 12,000 hectares, the average productivity is 3 tons / ha, and the total production reached 36,000 tons of rain-fed wheat per year, which meets only 16% of the region's needs for wheat flour (flour). The problem of the study was to find out the impact of agricultural policies on the crop by analyzing it through the agricultural policy matrix and calculating its indicators to deal with fluctuations in prices as a result of frequent economic crises and exchange rate changes.

The study concluded the most important results which are the following: the total amount of overall returns of wheat Baal at the 293.40 US dollars, while the costs were 404.7 US dollars, that achieved a passive return with the value -110.67 US dollars overall, and when valuing the price distortions of prices specific to reach economic prices,  economic returns were 266.75 US dollars, and the total costs 391.47 US dollars this achieved a net return minus to the value of -124.77 US dollars, and by subtracting the economic prices of private prices the impact of policies followed by the calculation of indicators Matrix rain-fed wheat where the financial profitability  was US dollars 110.67 – social profit htility was 124.72- US dollars and protection nominal 1.09 US dollars
