This study discusses Shura (consultation) in terms of its significance, as highlighted both in the Quran and the Sunnah of the Prophet Muhammad (peace be upon him). It also explores its importance in maintaining the cohesion of Muslim society and the state, and how it prevents tyranny and individual dominance in decision-making. The study presents various scholarly opinions on the obligation of consulting, the most sound view, and the obligatory nature of the outcomes of Shura, along with the most sound view on this matter. Additionally, it examines how the Quran and Sunnah emphasize the importance of Shura and how the Prophet Muhammad (peace be upon him) implemented it in practice during both the Meccan and Medinan periods.
